Secure Windows Mobile Software for law enforcement (PDA, Smartphones and Netbooks)
Chirange mobile software application suite designed specifically for use by police organisations and security agencies.  This application offers the highest level of data encryption security (FIPS140-2) over cellular 3G/GPRS mobile communication networks. 

Designed from the ground up on Microsoft's .Net platform this new application provides intelligent ease of use features with practical functionality.  Chirange is a comprehensive suite of mobile police applications that are all designed to work seamlessly together, yet are flexible enough to be adaptable to how your individual law enforcement organisation or agency works.  (see www.chirange.com for more details)

COPLINK Mobile
One PDA police application that is available is called COPLINK Mobile, which is essentially a compact version of the full COPLINK intelligent data searching software, which can be used by police officers and security personnel on the move, to provide comprehensive data searches of law enforcement databases. Chirange - Secure Intelligent Mobile Applications for law enforcement and government agencies www.chirange.com

Orbitron Technologies is currently developing Chirange version 2.0 which contains new functions like real-time GPS tracking, geo-tagging and geo-fencing for data and intelligence information, full integration with Google Maps and Google Earth and other GIS mapping systems, integration with most common Sat Nav systems, comprehensive reporting including a "radar replay" of all Chirange device locations for incident monitoring.  Chirange 2.0 is due for release in Q2 2009 and Orbitron will also provide the option for a cost effective "secure hosted platform" service for Chirange, allowing for smaller businesses, organisations and government departments to fully utilise the Chirange mobile applications but pay small monthly or annual services fees.

Chirange works on most Microsoft Windows Mobile PDA and Smartphones devices, Tablet PCs, laptops and netbook computers.

  • Chirange features secure online connectivity to the authorised police network, yet PDA\Smartphone devices can be used over existing cellular communication networks (GPRS\3G), and it is planned for Chirange to be adaptable for other secure communication networks like TETRA. In addition to the Chirange GPRS\3G device, a stand alone e-form entry version is available to run on more basic mobile devices that uses Bluetooth, wi-fi and USB connectivity for simple data hot-syncing operations.
  • Real-time data link to any database in XML for completing reports\forms (incidents, traffic notices, arrest reports, street bail, domestic violence etc.) which when completed on the mobile device are automatically sent instantly to Police HQ servers. Digital forms are all designed to UK Police NIM standards. Outside of the UK, all digital forms are fully customisable to your particular requirements and national police standards.
  • Grouped digital Briefing, instant Alerts and comprehensive database search for local\national data sources, intelligence data, vehicle, firearms and person details, displaying photographic images, fingerprints. Automatic trigger warnings and warrant\terrorist suspect alerts can be set on specific search criteria.
  • Image capture (vehicle license plates, person ID etc.) used by officers at crime scenes, incidents, traffic accidents, using high quality jpeg fractal image compression.  Provides option for central control\departments or specific senior personnel to view images and picture evidence in real-time (soon video pictures will also be available).
  • A web browser Central Control Suite integrates with existing police systems, permitting individual officer or groups to receive specific data, information, images or alert messages, for example all traffic officers could receive a particular urgent alert or patrol officers in a specific area could be alerted with incident warning, ensuring just they receive the right information at the right time, without alerting officers that don't need the specific information.  The same "security grouping" facility allows all police officers and police personnel to be grouped by rank or particular unit, so permitting specific data and secure intelligence to be targeted to the right people.  
  • Chirange features the highest level of data encryption and permits only temporary storage of any secure data on the mobile device itself, so should the device be lost or stolen, then any secure data cannot be accessed as the mobile device locks out any user without password security, plus for additional security resilience, all PDAs and Smartphones have a user timeout feature and a smart trace facility with a remote "kill unit" function, which if initiated by HQ can render a particular mobile device effectively useless and non-operative.
  • Mobile devices will be supplied with optional fingerprint security access, with future provision for biometric equipped units to check a persons identification" in real-time using fingerprint scanning linked to a national database, plus a similar function will in the near future allow for biometric scanning of the eye. DNA database referencing will also be available in the future.
  • Chirange equipped mobile devices will allow police officers, detectives and specialists working in the field to access (authorised users) Microsoft Word, Access, Excel and PowerPoint files located on HQ servers, plus read\write email in their secure accounts.  
  • Chirange will have complete integration with force standard map\street referencing software, and additionally provide an option for enhanced GPS capabilities, offering pin-point officer tracking, and allow control centres to better direct officers to incidents in the field.  This function is also designed to assist accident investigation officers with accurate location referencing, with the option to have overlaying any map location with an aerial satellite photograph for a near 3D perspective of locations on the ground. Chirange version 2.0 will feature extensive GPS tracking functionality and capabilities. 
  • Mobile device hardware accessories: include miniature thermal printer\barcode reader (GPS will be integral on some devices).
  • Chirange can be installed on virtually any Microsoft Windows Mobile Smartphone or PDA device running WM version 5 or 6 (i.e. HP iPAQs, Palm, HTC devices) and can work on Windows laptops and Netbooks.

As well as being a strong robust handheld unit that is practical to use in all conditions, a Police PDA mobile device must have clear functionality with quick access to information that officers need and it should be equally easy to input data and send information. With limited screen space, navigation and software controls have to be spot on for ease of use, so we have ensured that all menus are comprehensible with a clean intelligent tab style design leading users intuitively through each application step by step.  

It is important to note that not all police work or administrative tasks are practically suited to using a mobile handheld device like a PDA or Smartphone.  Even certain basic form completion work is far more time consuming using such a device rather than completing forms manually or using a desktop computer.  So it is clear that even though mobile technology is advancing a pace, the use of a mobile device for daily police work will have to have a focused and practical specification, based clearly on what officers want, what they require, and just what tasks they can actually do with a small mobile handheld unit.

However, mobile applications can bring new and important resources to police work, allowing some administrative and paperwork tasks to be completed away from the police station, so potentially permitting more officers to spend more time in the field on patrol.  Though it is the introduction of new technology devices like Chirange with its impressive features that can place a powerful new communications and crime fighting tool in the hands of every police officer and detective.

With such features as, instant secure remote access to local and national police databases, fast searches on suspects or incidents, viewing and capturing digital photographs\video, using enhanced GPS for location relay, traffic accident investigations and digital street mapping, Chirange is well ahead of the competition. On the administrative task side, forms can now be completed digitally using smart predictive text and auto-completion features, plus in the near future voice recognition technology will further assist in data input.  

There are many plus points to introducing new mobile technologies, and we have taken the approach to maintain open and industry standards wherever possible.  The future of data communications is wide open as new high bandwidth networks are now being introduced, so why tie down a police departments mobile communications to expensive propriety networks, when existing (and future) cellular communication network service providers (GPRS\3G) can offer a secure and cost effective solution that is available today, with good bandwidth for data.
